Opening a cinema hall in Delhi just got easier as govt scraps maze of multiple NOCs
Delhi’s new online system replaces multiple departmental approvals with coordinated inspections and fixed timelines, potentially making it faster for multiplex operators to open new screens.

Under the new system announced on Monday, August 17, applications for cinema halls and multiplexes will be processed through the e-District portal. The earlier process of approaching multiple departments separately will be replaced with a coordinated inspection, fixed timelines and a single integrated decision, the Delhi government said.
Chief Minister Rekha Gupta said the reform would make the licensing process simpler, transparent and accountable while ensuring that public safety standards remain uncompromised.
The move could benefit multiplex operators such as PVR INOX by reducing regulatory hurdles and potentially speeding up the process of opening new screens in the capital. Mall operators including DLF, Phoenix Mills and Nexus Select Trust could also see an indirect benefit, as cinemas serve as key entertainment and footfall anchors for their properties.
