Jessica Bowie, 35, of Albany, New York, has been arrested by the FBI and charged with attempting to provide material support to ISIS, according to a criminal complaint reviewed by Fox News Digital.
Federal authorities allege Bowie spent weeks surveilling the New York State Capitol and preparing an ISIS-inspired bombing plot aimed at killing state senators. Investigators said the alleged plan unfolded over about a month while Bowie communicated with an FBI source posing as an ISIS facilitator.
According to the affidavit, Bowie began communicating with the source in mid-July and said she wanted help making explosives. She allegedly identified the New York State Capitol as her target and said she wanted to damage the building and kill lawmakers.
Alleged Capitol Bombing Plot
Investigators said Bowie began scouting the Capitol in Albany soon afterward. Between July 21 and Aug. 9, she allegedly visited the area roughly five times, taking photographs and studying the building and its surroundings, including its security.
Bowie allegedly told the FBI source that she would have picnics near the Capitol and drink coffee nearby so she could observe the building.
Authorities also allege that Bowie discussed disguising a bomb in a DoorDash delivery bag. She reportedly wanted to carry out the attack while state senators were meeting and said she wanted to destroy as much of the Capitol as possible and kill senators inside.
The FBI arrested Bowie after the alleged monthlong investigation. She is charged with attempting to provide material support to ISIS.
